ROYAL SIGNALS INSTITUTION SPRING 2025 SEMINAR

BACKGROUND
The Royal Signals Corps Executive Board (CEB) tasked the Royal Signals Institution (RSI) with delivering a session on ‘how to think’, rather than ‘what to think’. The re-emergence of major conflict in Europe reveals the character of modern conflict and illuminates lessons both new and old. Whilst there is much change to the character of war, a constant is that the capacity to learn and adapt to new circumstances continues to be a hallmark of successful military organisations.
Further, during the November 2024 CEB, the Master of Signals provided further context in which the Royal Signals much develop and operate. The following was emphasised:
‘On the Precipice of Fundamental Change’. The current political leadership, the wider Government departments’ drive for reform and the financial situation made it feel different from where Defence had been previously. The Strategic Defence Review (SDR) (what Defence needed to do in the future) and Defence Reform (DR) (how Defence would operate differently) was being driven by a political leadership that was clear sighted and determined.
The Centrality of Data/Digital. The Master reflected that the centrality of data/digital within the SDR and the need for greater integration, internally and with Partners, would have positive implications for the Corps.
The Industry Partnership. The relationship with industry would be vital going forward and would be a far closer ‘symbiotic’ relationship. This would play into the strengths of the RSI, which remained the envy of the other technical cap badges.
The National Armaments Director (NAD). Defence Reform was looking to drive greater accountability at the Strategic level. Amongst other responsibilities, there would be a new focus for the National Armaments Director which would look to drive a Defence Industry Strategy. The Master observed that this would have implications for where the Corps targeted its talent in the future to ensure that it had its influence in the right place.
