The Strategic Defence Review 2025 positions Artificial Intelligence as a defining capability for the future Integrated Force. Yet the realisation of AI-enabled decision advantage, as envisioned through the Digital Targeting Web and Multi-Domain Integration, remains contingent on a foundation that may not receive the prioritisation in policy implementation that it merits, namely the through life governance and management of Defence's data.

This article, along with a subsequent article which will expand upon the implications and potential mitigations and will be published in the next edition of this Journal, argues that AI deployed on a weak data foundation is not a force multiplier but a force liability.
